NPPF policy TR4 asks development to give priority first to walking, wheeling and cycling. On larger schemes, Active Travel England is a statutory consultee. Officers want to see safe, direct, attractive routes to the places people need to go.

Questions we get asked
Is Active Travel England a consultee on my application?
It is a statutory consultee on larger schemes, broadly 150 homes or more, 7,500 square metres of floorspace or sites of 5 hectares or more. It may still comment on others.
What does wheeling mean?
Moving on wheels other than a bike, such as a wheelchair, mobility scooter or pushchair. Including it makes sure routes work for everyone.
Do you design cycle routes?
Yes, to LTN 1/20, with preliminary design drawings for planning.
