Public bodies must have regard to the needs of disabled people under the Equality Act 2010, and councils expect schemes to show how they have done the same. The Department for Transport’s Inclusive Mobility guidance sets out what good looks like.

Who counts as a vulnerable road user?

Usually people walking, wheeling, cycling and riding horses, with particular attention to children, older people and disabled people.

Do you consider the Equality Act in transport reports?

Yes. We include a short section showing how the scheme meets the needs of people with protected characteristics.
