Whenever a scheme creates or changes an access, from a new driveway or dropped kerb to an estate road, and ideally while the architect is still fixing the layout.

Testing whether nearby junctions can cope, and what to do if they can't.
When you need it
When a scheme adds enough traffic to a busy junction, or the council asks for it. Plenty of schemes don't need it, and we'll tell you if yours doesn't.
