Predict and provide forecasts traffic and sizes roads to match. Decide and provide sets the outcome first: how people should be able to travel, and what the place should feel like, then tests that it works. DfT Circular 01/2022 and national policy both favour this approach, and TRICS has published guidance on it.

Questions we get asked

What is the difference between predict and provide and decide and provide?

Predict and provide forecasts traffic from past trends and builds for it. Decide and provide sets the outcome first and plans the transport offer to deliver it, then tests that the network works.

Will the highway authority accept it?

More and more do, especially on larger and strategic sites. We agree the approach at scoping so there are no surprises.

Does it mean ignoring traffic?

No. Traffic is still tested properly. The difference is that it is not the starting point.
