What’s included.
NPPF policy TR6(4) asks whether a scheme would have an unacceptable impact on highway safety. A road safety review looks at the collision record, speeds, the layout and how vulnerable road users move around the site, then proposes measures where they are genuinely needed.

Questions we get asked
Is a road safety review the same as a Road Safety Audit?
No. A review assesses existing conditions and the scheme’s effect on safety. An audit is an independent check of a specific highway design.
How many years of collision data are used?
Usually the most recent five years, though some councils accept three.
What if there is a collision cluster near the site?
We look at the causes and whether the scheme affects them. It may be an opportunity to propose an improvement.
