What’s included.
Most schemes need a CTMP, often as an outline at planning stage and a full plan before work starts. National policy makes clear the highways tests apply during construction as well as once a scheme is built.

- Delivery numbers, timing and booking
- Site access, swept paths and wheel washing
- Contractor parking and compound layout
- Temporary traffic management
- Communication with neighbours and monitoring
Straightforward, proportionate, agreed early.
Outline then full
An outline CTMP sets the principles for planning. The full CTMP is finalised with the contractor before work starts.
Workable
Routes and timings the contractor can actually stick to.
Neighbour-aware
Measures that reduce disruption, which reduces complaints and enforcement.
Questions we get asked
What is the difference between an outline and a full CTMP?
An outline CTMP sets the principles at planning stage. A full CTMP adds the contractor’s detail and is usually needed before work starts.
Is a CTMP the same as a Construction Logistics Plan?
They overlap. CLPs follow Transport for London’s guidance and are common in London and some cities. CTMPs are the usual term elsewhere.
Can you discharge a CTMP condition?
Yes. Send us the decision notice and the contractor’s details.
