What goes in a car park management plan

A car park management plan explains how parking will be allocated, managed and enforced once a scheme is open. Councils usually ask for one by condition where parking is shared, limited or below the standard.

The plan has to be practical. Officers want to know who is responsible, how spaces are allocated, and what happens if it does not work.

  • Allocation: residents, staff, visitors, accessible bays, electric vehicle charging and car club spaces.
  • Management: who runs it, permits or barriers, and how misuse is dealt with.
  • Monitoring: how use will be checked and reported, and what changes if problems arise.
