What we do

What’s included.

In well-connected places, car-free or low car development can make better use of land and support sustainable travel. The London Plan expects it in the most accessible locations, and many city centres outside London now support it too. The case rests on location, evidence and management.

  • Accessibility evidence for the location
  • Car ownership data for comparable areas
  • On-street parking controls and permit restrictions
  • Car club and cycle provision
  • Disabled parking and servicing
  • Travel Plan measures
How we approach it

Straightforward, proportionate, agreed early.

Right place

We tell you honestly whether the location supports car-free or low car.

Evidence

Census car ownership and parking surveys to show the effect on nearby streets.

Managed

Permit restrictions, car clubs and servicing plans that make it work.

FAQ

Questions we get asked

Where is car-free development acceptable?

Usually in town and city centres with good public transport and controlled on-street parking. Each council has its own policy.

Will residents be excluded from parking permits?

Often, yes, through a legal agreement. That is what gives the council confidence there will be no overspill.

Do car-free schemes still need disabled parking?

Yes. Disabled persons’ parking and servicing are still needed.
